That’s correct, you don’t. But, he didn’t actually tech cards; it’s just a spreadsheet glitch that sometimes says 2 card(s) teched instead of 0 on turn 1 (IIRC this is one of the things my outfit formatter adjusts). But, if you look above at the first “details” block, it says “StartingHand Workers” instead of “Tech StartingHand Workers”, and also, further down, in the “Cards:” section, it says Disc: 3 (matching the number of discarded cards in the turn events), whereas if 2 cards were actually teched, they would be added to that number.

Double Hallucinate, nice! I always argued that Hallucinate and Dreamscape were both valuable pieces of Truth’s kit, and that neither should be removed as redundant, and I’m glad to have another example to demonstrate that, even if it does cost me the game!

In hindsight, I probably should have focused on Truth first, as the Reteller would allow me to replay units and avoid being card-starved as I have been, while Macciatus would have prevented that double Hallucinate. Also, Truth has much more affordable Tech III units than Growth.
