Oh, Elite Training, right.
I can bring out Discord to kill the Soldiers, but then I can’t tech up. I really need to tech up this turn, since there’s a good chance Onimaru is about to start to unstoppably knock down buildings. Spirit of the Panda on Nimble Fencer hits him for 3+1A, then dies, that’s no good. Reputable Newsman lets me tech up, and block Art of War, but the Musketeer and Soldiers can kill him first anyway, even with the Wisp in front. He can whittle them down in Elite, though. I think that’s my best option here.

Tech II - Law has been ruining me so I think we have to destroy that. It turns out we don’t need the Art of War to do that so we’re going to forgo it entirely in this turn. I like throwing up a Building Inspector to force paying more for rebuilding the Tech II building. From here, I think we need to transition to using Air Hammers and Flagstone Spies to hit buildings.

The most damage I can bring out here is Nimble Fencer and a copy, maybe also Arrest the Inspector but I don’t think it’s worth it. I’m probably going to get my Tech II repeatedly destroyed for a while, so I’ll try to get a Tech I Virtuoso game going. After that, I’ll go for Artisan Mantis for base repair.
