So just to clarify, with my draw, I can choose whether my 2 teched cards are locked in before or after I reshuffle and draw due to my technician death right?

no, u have to reshuffle now with no teched cards. That is why i sparked ur prospector, so even t3 u will not have any teched card in hand.
EDIT: @shamusj just to be crystal clear, the order of events is: prospector goes to discard, u are forced to rs and draw 1, at the end of my turn, u add 2 teched card to discard.

that is why is better to play your 1 drop in scav/looky. with scav u lose the card but gain the gold back; with looky (if ur afraid of spells like deteriorate, spark etc) u try to force a bad trade.
T1 a 1 drop in tech makes sense only in a case like hero+jav+haunt where u go down 1 card and want to go back at 5.
Otherwise the opponent can mess with ur cycle, like i did
