Best setup for 3 new players?

The thing is, I will have to find a way to play through those games on my laptop or preferably on my ipad. I know of tabletop games on PCs, but I guess there is no way to implement Codex on an iPad right?

Tabletopia is coming to IPad with codex support soon™, but that is subscription-based ($5 a month or something).
