Building Tech III + Anarchy tech lab. If I play only a hero as well, I’ll draw and afford both Gunships next turn. Alternatively I can play additional units too, and settle for one Gunship plus many little units next turn. One Gunship plus many units looks just fine, since my Gunship can kill Prynn and bring back the banished Sergeant, so the units generate runes to protect the Gunship.
