I don’t think it’s possible for you to have an Overeager Cadet in hand.
Porkhand’s Technician draw occurs before you Tech, which would have triggered a reshuffle. So you should have drawn the card off Lawful Search from your 2 card draw pile, and your Techs would be in your discard still.
