I could kill some stuff, but delaying Tech I and not getting a Rook kill makes it pretty anemic. I guess I just indirectly trade the Inspector for Smoker, and call it good.
The other issue is that if I build my Tech 1 here, he can Hook and/or Mid-band Rook and kill Oni, leaving me with little in the way of answers for his max Rook.

Yeah, white starter is much worse going 2nd than going 1st, and Onimaru is much better going first than going second.
Still took me 2 days of considering options off and on to come up with the winning line, though. I think I had considered every one of my 5 cards as a possible worker, and as a possible play.
