Nope. Earthquake reads:
“Deal 4 damage to all an opponent’s damaged buildings.
Deal 1 damage to all their undamaged buildings.”
Because it damages the damaged buildings first, they explode and deal damage to the base. Then, the base is not undamaged, so it takes no damage.

Ideally, it’s nice to damage the base before casting Earthquake, but I didn’t have the luxury of stretching my resources that way.
