unfortunately, i don’t think you can bring out rook without either a tech 2 or a hero’s hall.

there is always a 3rd option: cheating XD

i built a heroes’ hall last turn, then summoned rook this turn and replaced the hall with tower. it’s legal to have two heroes in play without a heroes’ hall, just not to summon two heroes without one. http://codexcarddb.com/ruling/heroes_hall
