You can use a boosted feral with both effects on the same two cards? Because theyā€™re not in your hand when you pay the boost.

Yes, it puts them into your hand, then you can chose what cards in your hand (including the new cards) to put into play. It is the main use of the card.

Ok. Fair enough. I donā€™t really understand anything about the timing in Codex. It doesnā€™t seem to me that thereā€™s a very clear structure, just s bunch of ad-hoc rulings on cards but maybe Iā€™m just not seeing it.
